The 9/11 incident provided the United States with an opportunity to not only seek to change the balance of power in the Middle East, but also to establish its hegemony over the world. The project began with the Invasion of Afghanistan (2001) and was followed by the plan of the Great Middle East (2002), the Invasion of Iraq (2003) and the Crisis in Syria (2011). The main question of the research is how Iran succeeded in halting the project of stabilizing American hegemony in the world and changing the balance of power in the Middle East in favor of the United States and changing the developments for its own benefit? The main hypothesis of the research refers to the role of Martyr Qasem Soleimani and the Quds Force in defeating the United States and changing the balance of power in the region to Iran's benefit. For this purpose, power balance theory and descriptive-analytical method relying on library resources have been used. The findings of the research point to the field management of developments by General Qasem Soleimani and categorize his actions in several areas: 1- Power Networking, 2- Power Dispersal, 3- Power Game Management, 4- Changing the Power Balancing.
